You cannot “borrow” from annuities. You may be able to withdraw some money without penalties according to the policy’s withdrawal provisions. But keep in mind that you may have a 10% tax penalty for accessing withdrawals before 59 ½.  One way to accomplish your goal is to use your annuity as collateral at your local bank and borrow from it.
