    You could review a number of variable annuities and compare them on the basis of cost, if that what you mean by “best.” It wouldn’t be worthwhile to review them on the basis of results as each individual annuity owner selects the securities in the variable annuity. However, I think that the way to determine quality is to know the agent or adviser who is recommending the annuity. In the end it is their advice that can add to your wealth
