    Considering the fact that you should not be driving without a valid drivers license my first response would be no. If you are dealing with a suspended or revoked license that is coming to the end of its penalty period and the state is requiring you to have insurance to get your license re-instated then you would more than likely be able to get coverage before having a valid license (technically speaking). Contact a local agent to verify the requirements for your area and the carriers that they work with.
