    In California there doesn’t seem to be any restriction on Cat “C” cars.  A Cat “C” car must pass testing by the Department of Motor Vehicles.  If it is a reliable vehicle, there shouldn’t be any concerns about insuring the car.  Insurance companies are reluctant to write physical damage coverages, but as far as I can tell they cannot refuse to do so in California.
