If you are asking how do you know if someone else car has auto insurance then other then asking the owner of the vehicle for their proof of insurance you will not know. If you are involved in an accident and are unable to obtain the insurance information from the owner the next best thing to do is get the license plate number and vin number.  This way you can  report this information to your own insurance company. Your provider can then attempt to track down the owner of the vehicle in question.
