    That's an interesting question - do you mean a driver with no insurance? It is perfectly legal to own a car without having any insurance on it. It is really really not smart, but if there is no intention to ever drive it, it doesn't have to be insured. What is required is that anyone driving the car be insured. That is what you want to know. If indeed the driver/s of the car are uninsured, a dime dropped to your local police department would be your option. Thanks for asking!
