   In 2014, the uninsurable and poverty qualified PPACA participant will not pay anything for health insurance nor be denied coverage. There is some question whether health insurers can substantially raise rates for the uninsurable to the extent that they couldn't pay for the premium. Again, means testing assess your premium paying ability.
