    Unless there are extenuating circumstances behind the removal of the oil tank, I don't believe that the removal would be covered under any homeowners policy. This would typically be designated as a maintainance issue not a claim issue. If the home is being converted to gas or electric heat from oil it would be the homeowners responsibility to dispose of the oil tank properly.
