Homeowner's policies vary a lot and the only way to know for sure is to file a claim. Having said that it probably depends on what caused the power surge. If it was caused by something accidental and sudden like a lightning or a short circuit IN YOUR PROPERTY then you are probably covered, if it was caused by something outside of your property such as a problem at the electric station, then you are probably not covered under your homeowner's.

Damage to your home and personal property that is caused by a sudden and unexpected surge of electrical power that is the result of a lightening strike more than likely would be covered by your Homeowners policy. It is always best to talk to your Insurance Professional about the specific terms, conditions and potential limitations of your particular policy in order to best understand it's provisions. In addition to damage to your home and/or appliances, be sure to ask about loss of food from your freezer and refrigerator if the power loss is extended. Many Homeowners' policies include some limited coverage for this, usually about $500.00. Naturally any loss settlement would be subject to your policy deductible.
