    Home Insurance is not required in any State, a homeowner is free to self insure the risk thereby not paying premium for an insurance contract.   If a homeowner decides to borrow money from a bank or other lending institution and offer the home as collateral for the loan,  there most probably would be a contractual obligation to provide insurance naming the mortgagee on the insurance policy.
