You can carry life insurance on an ex-spouse if there are financial reasons to do so. I.e. if the death of your ex-spouse would cause financial hardship to you or your children. If this "insurable interest" exists and if you do not currently own such a policy, your ex-spouse will need to consent to your getting the policy. It may be easiest to get a No Exam life insurance policy, where the only requirements are to sign the application and possibly do a phone interview. Sometimes the court system can help by ordering that your ex-spouse consent to your taking out a policy on him/her.
