    Blepharoplasty is a type of reconstructive (plastic) surgery used as a treatment for drooping eyelids. These "eyelid lifts" could be a covered item as long as the surgery is not simply for cosmetic reasons. Your doctor needs to justify the need by measuring the "droop" and a visual  test must be conducted to prove your vision is impaired.
