   Blue Cross is an insurance carrier. In most states Blue will write Medicare supplement plans and in some areas they will offer MAPD (Medicare Advantage) plans.
   
   When you have original Medicare you can buy a Medigap plan from Blue or any other carrier. Blue MAPD plans are a form of privatized Medicare.
