There are three basic parts of Medicare.  Medicare part A covers Hospital charges such as room and board and other charges while you are in the hospital.  You will have a deductible of around $1200 under part A, this changes each year so I am just giving a ball park  Medicare Part B covers doctors visits and outpatient charges such as lab work or outpatient surgery. With Medicare part B you are responsible for 20% of the Medicare approved charges plus in some states doctors may charge an additional 15% of what is called excess charges.  Part D is your prescription drug plan.

Medicare Part A covers most hospital INPATIENT charges. The operative word here is inpatient.

The hospital ER (emergency room) is considered outpatient, even though it is physically attached to the hospital.

If you are "admitted" for observation this is also an outpatient procedure, even if you are in observation for more than 24 hours.

Outpatient expenses are covered under Medicare Part B.

Medicare Part A is your hospital coverage. You have a per benefit period (per admission) deductible of $1184 (2013) before Medicare pays their portion.

Medicare Part B is your doctor and outpatient coverage. Part B has an annual deductible of $147 (2013) and then Medicare pays 80% of the approved amount, you are responsible for the balance.
