    If by owner you mean property owner, then no it typically does not provide coverage for the owner. Renter's insurance provides coverage for the insured and the insured's personal property only. The owner of the premise should have their own insurance policy for the building. I personally would recommend a landlord or owner of rental property should have as a requirement of renting that the tenant secure renters insurance before moving into the premise and carry coverage during their residence.
