A good independent agent who works with retirement planning can help you set up your retirement plan.  Depending on your needs and situation, you may choose to set up a simple IRA qualified annuity.  If you have access to a 401k at work you have a great source to help get you started.  You need the help of someone familiar with retirement planning.

There are many ways to set up a qualified retirement plan, especially if you are self employed or a business owner. Individuals normally don't set up a "qualified" retirement plan and I don't consider an IRA a traditional qualified plan although it does have tax benefits. Funding an IRA with an annuity is usually a poor choice for most individuals.
