    Vanguard Star Fund is neither a Roth IRA or just an IRA. Consider this, you have a cup. This cup represents the IRA or Roth IRA which has rules that must be followed according to the IRS. In this cup, you can put anything. An annuity, a mutual fund including the Star Fund. Unless you make the funds qualified or if they come from qualified accounts such as a 401(k), they are not considered a Roth or Traditional IRA.
