   I assume you are referring to a 403(b) plan. They are similar to 401(k) plans in the private sector. This type of plan is used for ministers, employees of tax-exempt organizations and some public school employees. The employer will determines where the plan it setup and the investment options available. Each employee has an individual account and determines where the funds are invested subject to the choice limitations of the plan.
