There are a limited number of factors that go into developing the rate an insurance company charges. In California they are different from other states. Insurance companies are obligated to stay financially viable in order to pay future claims. The insurance commissioner supervises this process. The various insurance companies are all “fishing” in the same pool. Eventually their experience is going to be similar and there rates should also be similar. You might find a spread of rates for a particular auto at a particular time, however, the spread could be there a year later with different insurance companies.
