		<description><![CDATA[Is this a private policy or employer provided insurance?  If it is a private policy, a policy can be by the owner at any time.  If you have a family plan and wish to take your wife off the policy, you may have to get a new policy rather than being able to change your current one.
 
If the insurance is employer-provided, during open enrollment, policies can be changed.  In the middle of the plan year, a qualifying event such as marriage, divorce, birth, or change of jobs is the only time a policy can be changed.

On the other hand, I know how we men are in that we leave the chore of paying the bills to our wife and then when she goofs we throw our temper tantrum.
