		<description><![CDATA[&lt;strong&gt;A regressive tax imposes a greater burden (relative to resources) on the poor than on the rich . Medicare is a funded by payroll tax paid in while in your working years and is not regressive any more then other taxes (in my opinion). To qualify for Medicare you must have paid into the fund via tax for 10+ years and be a US citizen (with some exception). OR be disabled and on SSI for greater then 2 years&lt;/strong&gt;]]></description>
