    Yes, you can. 

    A couple things though - If you are the owner of the vehicle and don't have a license (maybe it's suspended or maybe you are no longer allowed to drive due to medical conditions) you can purchase insurance and be named as the Insured.  However, you must also assign a licensed driver to the vehicle and you, yourself, must be listed as an Excluded Driver.

    If you have an out-of-state license, you can get Pennsylvania insurance, however you will have 30 days (some companies offer 60 days) to convert your license into a PA license, otherwise the company has the right to cancel your policy.
