    Owner, Insurance Browser,
USAA is a very good and large insurer that operates as an auto insurer and as such may be higher or lower than a competitor. A few years ago my daughter moved from USAA to another independent agency company and was able to buy a renters policy , and auto policy and an umbrella all for less than her USAA auto policy. All auto insurance is regulated by individual states, so you can expect that an usurer can reflect its appetite for auto insurance in that state in its pricing. No company can be the least expensive in every state for every set of conditions. That is not a realistic expectation. You should be aware too that insurers often build elaborate rating algorithms which can produce several million price points across their business in a particular state. So your carrier may believe that a 16 year old with Corvette is not insurable to that carrier while another insurer might say the exposure is fine since they are exacting what they consider an adequate rate for the exposure.
