    Yes and no!  The typical multi-peril homeowners policy water covers damage caused by rain under specific circumstances such as water windblown thru the roof shingles or a hole in the wall or roof caused by lightning.  However if it rains to the degree that water collects on the ground and enter your home thru doors or windows, the homeowners policy does not cover it.  That would require a flood insurance policy.  If it rains and your sump pump fails and water fills your basement, most homeowners policies will NOT cover the loss, though many companies offers optional sump pump failure coverage.  Consult your insurance professional for the details that apply in your state.
