    There really is no one carrier or plan that is the  "best" Medicare Advantage Plan or carrier in Ohio.  Although most of the benefits are standard among insurance carriers, it is best to talk to an experienced licensed independent broker here in Ohio who has access to multiple quality carriers.

    It is very important to ask questions to the broker you speak with to understand how medications are covered as well as completely understanding what is considered in network, out of network, deductibles and items not covered.

    Great answer from Tracy; the best Medicare Advantage Plan will likely be the one that best suits your individual needs, and must be a plan that is available in the county which the consumer resides.  For example, the best plan for an individual with certain chronic conditions may a chronic special needs plan.   A knowledgeable licensed broker can help determine the optimal plan for a consumer.

    One thing you can do is ask about the plan's star rating.  The Five Star Quality Rating System for Medicare Advantage Plans is run by the Centers for Medicare and Medicaid Services(CMS), and was put in place as part of an effort to help educate consumers on quality and make quality data more transparent.  The ratings consist of over 50 measures hailing from 5 different rating systems which rate Medicare Advantage plans according to 5 domains: staying healthy via preventive services such as screenings and vaccines; managing chronic conditions; ratings of plan responsiveness and care; complaints, appeals, and voluntary dis-enrollment; and telephone customer service.  Data to support these star ratings come from surveys, empirical observation, administrative (claims) data, and medical records.  Based on criteria provided in technical specs outlined by CMS, rates and scores are calculated and stars are awarded on a contract level. CMS Stars ratings are published annually and are available for viewing by all Medicare members prior to Open Enrollment.
