    •There are some statutory exemptions to the operating authority registration requirement. For example, carriers operating wholly within a commercial zone or within a 25-mile radius of an airport may not be required to obtain operating authority registration. These carriers, however, are still subject to FMCSA’s safety jurisdiction and the USDOT registration requirement, in most cases.
    •Interstate commerce generally occurs when a passenger is transported across a State boundary.
    •In order to obtain operating authority registration, a motorcoach company must demonstrate that its operations meets the governments safety fitness standard and that the company is willing and able to comply with all applicable statutes and regulations, including regulatory insurance requirements.
    •To obtain and retain operating authority registration, motorcoach companies must maintain and file evidence of $5 million in insurance coverage.

    School bus drivers comprise an important part of my business. In the first place, insurance follows the vehicle not the driver. It is the employer, be that a school district or a commercial bus operator who will insure the vehicle not the individual driver. The policy that covers the bus is a commercial auto policy and is underwritten on a fleet basis with a list of drivers. The individual driver is not involved with that process.

    Bus drivers usually drive a personally owned vehicle. The requirements for obtaining insurance on that personal vehicle are the same as they are for someone who is not driving a bus. The fact that school bus drivers in particular must carefully guard their driving record to maintain their employment makes them particularly good prospects for insurance on the personal vehicles that they own and operate.
