Mobile phones are covered under your personal property coverage under your homeowners policies. However they are only insured against the covered perils listed in the policy, and are still subject to your policy deductible (typically $500 or $1000 minimum), so a claim for just your cell phone is usually not feasible.

Furthermore, accidental damage & handling isn't a covered peril under your homeowners policy, along with simply misplacing the item and not knowing what happened to it.
