    All other factors being the same, Long Term Care insurance is cheaper for younger people. If the younger person has a health condition that has the potential of causing disability in the future, is a smoker, is very overweight or underweight, or other risk factors, the the younger person could end up paying a higher premium than a very healthy older person.
