    The items covered under a renter’s policy are not owned by the landlord.  In fact, that is the whole point.  The landlord doesn’t have any responsibility towards the personal property of the renter.  The landlord doesn’t have an insurable interest and cannot buy the insurance.  The landlord can require that a tenant have a renter’s policy as a condition to rent property from him.
