    The first thing you need is a State Insurance License.  Check with your States Department of Insurance to see the requirements.  One you attain your State Licensce you will need to be contracted with a Property and Casualty insurance carrier. If you are new in the business you may want to look at captive companies.  Not knowing what State you are in I cant make any recommendations.  You could also go to work for an established P&C Agency.
