    I assume the question is that is a spouse starting social security a qualifying event to be able to get on employer health insurance outside of open enrollment? If so, then generally the answer is no. A qualifying event is the spouse losing coverage they had somewhere else, or as a result of divorce or separation, adopting a child or creating a domestic partnership. There is no trigger based on family income changes
