    You can enroll in a Medicare drug plan when you turn 65 and enroll in Medicare. If you are disabled (Social Security definition) and Medicare eligible you can buy a Part D plan when you initially become eligible for Medicare. You can also buy a drug plan during the annual enrollment period.

    You become eligible for a Medicare Drug Plan (Part D of Medicare) when you enroll in either Part A or Part B of Medicare. If you are already enrolled in Medicare normally you only can switch your drug plan during the Annual Enrollment Period which is between October 15 and December 7 of each year. There are some other exceptions but to not complicate the answer to your question most people already on Medicare cannot switch their drug plan until the Annual Enrollment Period.
