Annuities are regulated by a few various entities, depending on the type of Annuity.

All Annuities are regulated by the department of insurance in the state the annuity was sold.

Variable Annuities, which participate directly in the stock market via managed funds, are regulated by other entities as well. Which one depends on the broker who sold you the Annuity. FINRA, State Securities Department, & the SEC all regulate registered reps/stock brokers/asset managers/etc.
