States have different rules but in Virginia you have to turn in your tags before cancelling your insurance. If you have tags on a car, regardless if the car is drivable or not, you have to maintain insurance. Failure to do so will result in a suspension of your driver's license, fines and an SR22.

You may certainly keep a car that is un insured, but you probably won't be able to regester and drive it on public roads.  In CT as in most states, car insurance is a requirement for registration and use of any car on public roads and highways.  Some farms maintain vehicles that are used strictly on their land and never leave the property.  In cases such as this the state regulations generally do not apply. General rule of thumb: if it needs to be registered to use, then it needs to be insured.
