If you are speaking of personal auto insurance coverage, then I would have to say the answer is no. I am not aware of any personal lines insurance carrier that is allowing their agents to negotiate price with their prospective clients. Commercial auto insurance coverage is another story. There is sometimes a small amount of wiggle room in the pricing, but not all the time. Most carriers do not want to be haggling with the prospective client over the cost of the coverage, so in many cases the agent is not able to get the premium altered from what is offered.

You can not negotiate your auto insurance.
However, you can "play" with coverage options and pay only for those provisions that you really need.
Subject to your state insurance requirements, certain coverage options are provided at your will and you can opt out from those. You can also increase deductible to lower the premium. But it usually results in insignificant savings.
