The cheapest insurance company for you depends on where you live, the type of car you drive and your driving record. You should call a local broker or visit a few insurance websites and get some quotes. An insurance company that is cheap in one part of the country can be really expensive in another part. For example, I've heard that Progressive car insurance is inexpensive in many states, but I know in California it's a lot.
When you start shopping around, make sure you ask for all the discounts you might be entitles to. (low mileage, home/auto policy, occupational, good student, defensive driving course, etc.)

When you say cheap do you mean low cost or a low ranking company? Since the variables are to many to give you a blanket answer and no one size fits all as is the common belief I recommend you contact a local independent agent who and quote multiple companies to help you obtain the best rates and coverage's.
