The short answer is yes, every driver needs to be insured.  Now, this doesn't mean that every driver must purchase their own policy.  Family members who live in the same household can usually be covered under the same policy.

The reason every driver needs to be insured is that every driver has an exposure.  Every time you drive a car, there is a chance that something could happen.  There could be damage to a car, damage to property, or an injury to you, or to someone else.  The only way you can be sure you're protected is t be covered under an auto insurance policy.

Find an agent you can trust.  They'll be able to build an auto insurance policy that protects you from most things that can happen while driving a vehicle.

Every state has different laws. In Oregon, insurance follows the vehicle, so every vehicle on the road needs to have insurance. Most policies give coverage for a permissive driver, however as the owner of the vehicle your insurance will pay out if that person has an accident.

With that being said all drivers in your household need to be rated on your policy to ensure your coverage is not denied at the time of a claim. People who live in another household do not need to be rated on your policy and your policy should coverage them, you just need ask your agent to make sure you have coverage for a permissive driver.
