    The insurance company first investigates to determine the coverage they have on the vehicle.  Then they determine responsibility in the case of a crash.  Then they determine the extent of damage.  Because the adjuster handles numerous claims they can spot a claim that requires additional investigation.  If fraud is suspected the investigation takes a much deeper look into the circumstances of the crash.
