    Age alone is not the sole determing factor for pricing auto insurance in California.  In California the policy is priced based on the driving record of the insured, the number of years the insured has been licensed, the year, make and model of the vehicle to be insured, the loss history of the insured, the location of the vehicle, and the use of the vehicle.  While this list is not exhaustive it contains most of the important determinants. 

    That being said a driver who is 25 and has been driving for nine years, would be considered an experienced driver and as such would probably pay the same as any other experienced driver, all other conditions being equal.
