I insured a car in a European country that didn’t have a speed limit on its main thoroughfares.  That policy cost me a multiple of my USA based car insurance because the frequency and severity of accidents was greater.  I have insured a car in an Asian country where liability claims were settled for a very small amount and the car could be fixed on most street corners.  That insurance was inexpensive.  My suspicion is that auto insurance is less in most countries, but higher in a few.
