    The policy requires that all the drivers in the household be identified.  In California you do not have to identify someone who has a “learner’s permit.”  Once the person gets a license the insurer must be notified.  Agents will frequently start tracking children after their 14th birthday to make sure that driver’s license information is gathered in a timely manner.
