    The cheapest auto policy is the one that completely pays a claim.  That company will make you “whole” when you have a loss.  No matter how much or how little you pay, that company is the cheapest, and it just happens to be the best because it pays your claim.  We want to evaluate insurance by its price but the real test is the way it pays your specific claim.
