    No.  Paid family leave is an employee benefit and one not offered by all employers.  It may be taken in conjunction with a disabling event but it is in no way disability insurance.  The Federal Family Medical Leave Act (FMLA) provides certain employees with up to 12-weeks of UNPAID, job protected leave per year and it does require that group health benefits be maintained during such a leave.  The FMLA applies only in specific life circumstances and is applicable to all public agencies, public & private elementary and secondary schools and companies with 50 or more employees.

    There are three states with paid family leave programs: California, New Jersey, and Rhode Island. Each state also provides state short term disability, and uses the same reimbursement rates, and the same infrastructure for collecting premiums and making claims payments. The qualifying criteria are different. Disability makes payments when the employee is disabled, while paid family leave makes payments when the employee is caring for a sick family member.
