You can purchase health insurance with Hepatitis C as a preexisting medical condition. There would be no waiting period before benefits begin, but time is quickly running out.

The Affordable Care Act requires that health plans accept all applicants regardless of existing medical conditions. Applicants need to enroll in a plan during the annual open enrollment period through their state insurance exchange.

The first open enrollment ends on March 31 of 2014 - in just a few days. Coverage would begin April 1. If you miss this open enrollment window you could enroll in plans with a January 1, 2015 effective date.
