In most instances the answer is no.

Exceptions can be that your sister is a Minor Child and you have Custodial Responsibility for her.  This must be verified by your insurance company in the form of a court document granting those responsibilities to you or guardianship.

Another instance is if your sister is an adult 18-25 and she is handicapped or has diminished capacity and a court has appointed you as guardian.  Then they can be added as you would a child with your insurance company under the insurance company plan rules you have.

In most cases as an adult, we must look to get insurance under our own plans whether through a group plan at work or individual plan or through your State Insurance Exchange.
