Obamacare is slang for the Affordable Care Act. The ACA affords that everyone has access to healthcare and all pre-existing conditions are covered. Of course since pre-existing is now covered for everyone the prices for the insurance have doubled.
Since the government is making this a requirement, they are also helping people pay for it through subsidy's and cost sharing reductions. The subsidy's are based on household income and number of people who you claim on your taxes.
