    Anyone who is a U.S. citizen or a legal resident can get health insurance. If you are an incarcerated (in jail) U.S. citizen or legal resident you are not eligible to purchase private health insurance because you are already enjoying health care services being provided at the expense of your state's taxpayers or all taxpayers if you are in Federal prison.
