    The PPACA or better known as Obamacare is a mandatory federal program where all Americans are to participate or pay a penalty. The program begins in 2014. All Americans will participate in Obamacare, but not all will pay the full premium or may not pay at all based on means testing. The middle class may receive some credits to offset the premium, but for many low or no income Americans, they’ll simply pay nothing. Keep in mind that almost half the country doesn't pay federal taxes, so any short fall generated from Obamacare will fall to federal tax payers.
