Not in most states.  The bank will require it in most cases however to protect themselves if you carry a mortgage on the property.  If you do not have a mortgage and want to assume the risk, not only of fixing or replacing your home in the event of a loss but also the risk of law suit, then you do not have to carry homeowners insurance.  Think hard about it, is it really worth the risk?
