    Yes and no.  Homeowners insurance protects you from fire, windstorm, hail, and a multitude of other perils.  It also covers you for liability, theft, and medical payments if someone is injured on your property.  A basic Fire policy is a form of Homeowners insurance but it is much more limited in its coverage.
